Muhammed Haruna, a National Commissioner of the Independent National Electoral Commission (INEC), has admitted that there will always be glitches with the electronic transmission of election results, but he has maintained that, given Nigeria’s infrastructural reality, gradual implementation is crucial.

Haruna made the remarks on Monday on Trust TV News in response to the ongoing discussions about the e-transmission of election results and the just-concluded FCT polls.

“There will always be glitches. What is important is that you do it gradually, given that our infrastructure is a little bit trickish, because already we have issues with IReV,” he said.

Speaking on the recently passed and signed Electoral Amendment Act by the National Assembly and President Bola Tinubu respectively, the INEC National Commissioner said, “There will always be glitches. Gradual implementation of technology is crucial, especially given existing infrastructure challenges.”

“There’s a misunderstanding that technology offers a universal solution without issues. We already face difficulties transmitting simple polling unit results. Introducing additional technological layers, such as aggregating all polling unit data at the ward level for transmission, would only exacerbate these problems,” Haruna stated.

Recall that President Tinubu signed the Electoral Act, 2022 (Repeal and Re-Enactment) Bill 2026 into law barely 24 hours after it was passed by the National Assembly.

The commissioner emphasized that although technology is essential for increasing transparency, it cannot replace election officials’ integrity.

He claims that although the commission has put in place enough technology to prevent electoral fraud, its success is largely dependent on INEC staff conduct.

“There are enough gadgets to stop election malpractice if only, inside ourselves, we do the right thing. The main problem is we, the workmen, not the tools we are using,” Haruna stated.

National Commissioner Haruna has also expressed surprise that the Commission is being blamed for the low voter turnout in the recently concluded FCT Area Councils polls.

He was reacting to the FCT Area Council election, which witnessed low voter turnout across the nation’s capital.

“While voter turnout is a critical concern, attributing blame solely to INEC is misdirected. INEC’s primary role is civic education, informing citizens on how to vote,” Haruna said.

“I’m surprised that INEC is blamed for low turnout. Although we encourage participation, the responsibility for mobilizing voters ultimately rests with political parties.”

“These parties possess extensive memberships, often numbering in the hundreds of thousands or even millions. Our mandate prohibits us from endorsing specific candidates or parties. We are, however, committed to our part in encouraging turnout, as exemplified by the recent election, where we undertook comprehensive efforts,” the National Commissioner stated.

The remarks come as stakeholders continue to debate the effectiveness of electronic transmission of results and voter mobilization strategies ahead of the 2027 general elections.
