Lagos State has rolled out a new policy making insurance compulsory for all commercial buildings above two floors, while simultaneously launching a comprehensive digital land administration platform designed to transform property transactions across the state.

The initiative, unveiled through the state’s new Electronic Geographic Information System (E-GIS), enables instant land searches, online applications, digital certificate issuance, and real-time verification of property ownership and building approvals.

According to the state government, the reform aims to enhance safety standards, curb document forgery, and boost transparency in the property market. With the new system, property buyers and tenants can now verify ownership and approvals online before entering into any agreements promoting greater trust and accountability in real estate dealings.

Experts note that the dual policy will redefine how risk and compliance are assessed in Lagos’ real estate sector. Beyond aesthetics and location, investors and tenants will now have to ensure that buildings are properly insured and their titles digitally verifiable. Industry analysts predict that compliant assets in well-regulated districts will gain more value and attract higher investment interest.

Several developers are already adapting to the new standards. Projects such as Pink Star in Eko Atlantic featuring 96 titled residences along Eko Boulevard highlight the appeal of properties with verified approvals and insurance-backed structures, which are increasingly becoming investor favorites.

Dr. Olajide Babatunde, Special Adviser to the Governor on Enterprise GIS and Urban Development, explained that the digital platform integrates various title and land record systems into a single, transparent framework. This harmonization, he said, will drastically reduce fraud and streamline land administration processes across the city.

“For investors and tenants, this is a major leap toward confidence in Lagos real estate,” Dr. Babatunde said. “With E-GIS, anyone can verify title and insurance status in minutes, ensuring that property transactions are fast, secure, and fully transparent.”
