A civil society organisation, the Malcolm Omirhobo Foundation, has petitioned the Chairman of the National Assembly Service Commission (NASC) over the appointment of Mr. Emmanuel Odoh as Acting Clerk of the Senate, urging the Commission to review the process and ensure compliance with public service procedures.

In the petition dated October 6, 2025, the Foundation expressed concerns about the alleged breach of due process, merit, and federal character principles in the appointment exercise.

The petition was co-signed by Dr. S. M. Oyeghe, Esq.; Chukwudi B. Nwuzor, Esq.; and Benneth J. Ebikon, Esq., who requested an administrative review of the circumstances surrounding Mr. Odoh’s selection.

Titled “Petition Against the Processes in the Appointment of the Acting Clerk of the Senate,” the document alleged that the appointment did not reflect the principles of merit and fairness expected in public service.

“The recent appointment of the Acting Clerk of the Senate violated the Civil Service Rules, Meritocracy, Standing Practice, and Federal Character,” the group stated.

The Foundation also pointed out what it described as inconsistencies in official records and urged the NASC to verify all relevant documents related to the appointment.

“As a concerned organisation, we are apprehensive to know the motive behind the appointment of Mr. Odoh to the position of Clerk of the Senate, while more qualified officers appear to have been overlooked,” the petition added.

The group called on the Commission to conduct a discreet investigation into the matter and ensure that future appointments are made strictly in accordance with civil service rules, seniority, and the federal character principle.

“We therefore urge your good self to intervene and ensure a discreet investigation into the issues raised above, and that due process be followed in the appointment of the Clerk of the Senate, having regard for seniority and zoning,” it stated.

The Foundation further urged the NASC to uphold transparency, equity, and consistency in its internal administrative practices, stressing that meritocracy and fairness must remain central to Nigeria’s public service.

Copies of the petition were also forwarded to the President of the Senate, the Speaker of the House of Representatives, and the Clerk to the National Assembly.
