The Inspector General of Police, Kayode Egbetokun, has approved a far-reaching review of the Nigeria Police Force training manual and curriculum in a major move aimed at overhauling the country’s policing architecture and producing a new generation of professionally competent, ethical, and community-oriented officers.

The announcement was made at an event themed “Supporting Police Accountability and Transformation Project”, held in Lagos in collaboration with the United Nations Development Programme (UNDP), the German Cooperation, and various civil society organisations. The IGP, represented by Deputy Inspector General of Police, Frank Mba, said the curriculum reform marks one of the most transformative efforts under his reform agenda.

According to Egbetokun, the cornerstone of effective policing does not lie in physical tools like “weapons or uniforms,” but rather “in the minds we shape, the values we instil, and the ethical standards we uphold.”

He emphasized that the overhaul was prompted by evolving security threats and increasing public demand for a more accountable and rights-respecting police force. “We are operating in a world of rising complexity where crime has evolved from street-level offences to sophisticated cybercriminal networks, transnational cartels, and ideologically driven violence,” he said. “At the same time, the public we serve is demanding more accountability, transparency, empathy, and a stronger commitment to human rights.”

Egbetokun questioned whether the current training system was still fit for purpose, insisting that “reform is no longer optional. It is essential—not just for relevance but for the very legitimacy of our institution.”

He revealed that the revised training curriculum will equip officers with updated skills in modern law enforcement, forensic science, cybercrime detection, technology, human rights protection, and community conflict resolution.

Also speaking at the event, Chamilla Hemmathagama, Team Lead for Governance, Peace & Security at the UNDP, reiterated the agency’s commitment to Nigeria’s development, stressing the importance of building a police force grounded in accountability, trust, and professionalism. “Security, justice, governance, and human rights must work together, and that is only possible through professional and trusted institutions,” she said.
