Mr. Olowu made this remark while speaking at a public hearing on building the capacity of citizens on the use of FOI Act in promoting transparency and accountability in the Health, Education and Water sectors, which was organized by SERAP and supported by Omidyar Network. The event which was held on the 11th day of September, 2018, at CitiHeight Luxury Hotel featured two parts to wit, the presentation of a Report on the Failing Healthcare System in Nigeria- How Federal Hospitals are letting down the poor and making healthcare a privilege rather than a Right and building Citizens capacity on the use of FOI Act in promoting Transparency and Accountability in the health, education and water sectors. Presenting the Report, the erudite professor said that a research was carried out with the Lagos State University Teaching Hospital (LUTH), National Orthopedic Hospital (Igbobi) and the Federal Medical Centre, Ebute Metta, in which findings show that poor implementation of the existing health-related pacts, precepts, policies and programmes are part of the problems facing the system. The report highlighted the problems associated with the healthcare system which are attributed to Weak Governance, poor funding, high level of corruption, widespread poverty and extreme under development in public healthcare infrastructure. Also added are overcrowded wards, long waiting times for patients, overworked and underpaid healthcare personnel, incessant health personnel strike, and lack of increased opportunities for specialist trainings. Arguing Healthcare as a Human Right, Mr. Olowu stressed that Government at all levels must ensure that health is regarded as the right of all citizens of a country, irrespective of their status or circumstances. According to him, it is when this is done that the public healthcare system will become a meaningful concept in Nigeria. In furtherance of the argument, he recommended an improved procurement mechanisms, stronger political commitment to health, increased funding, effective accountability across the board as well as elimination of bureaucratic bottlenecks in public health as measures to achieve the desired results. Deputy Director of SERAP, Mr. Timothy Adewale then spoke on the second part of the program. The welcome address was given by the Executive Director of SERAP, Mr. Mumuni. He highlighted the objectives of SERAP and of course, the significance of the sectors in focus. He noted that as citizens, Nigerians need to start asking how monies apportioned for various sectors are used. Dr. Olajumoke who also stressed the need for us to be proactive in asking questions and asking for our Rights, adding that, one person cannot bring about change, but that collaboration with the citizens and stakeholders are needed to get results. The event was followed by responses from other participants who commented SERAP for their efforts in promoting Human Rights and demanding for accountability from the government and her agencies. The event was braced with the presence of prominent personalities such as, Mrs Sharon Ogiri of ICPC, Mrs. Juliet Ibekaku, Special Adviser to the President on anti-corruption, Mr. Babatunde Sulieman from the EFCC, Dr. Olajumoke Akiode, Executive Director, Centre for Ethics and Sustainable Development, etc. Others in attendance were representatives from NUPENG, Consumer Protection Council, Ministry of Justice, Federal Civil Service Pensioners Association, Trade Unions (Mechanic Association, Hair dressers/Fashion Designers association), Civil Society Organizations and Students. Our correspondent also gathered that copies of the printed FOI Act were given to all participants.
