The National Assembly has transmitted the Constitution of the Federal Republic of Nigeria, 1999 (Sixth Alteration) Bill, 2026, to the Houses of Assembly of the 36 states, formally moving the ongoing constitutional amendment exercise to the next stage.

The transmission was carried out on Wednesday, September 16, 2026, by the Clerk to the National Assembly, Kamoru Ogunlana, acting on the directive of the leadership of the federal legislature and pursuant to Section 9 of the 1999 Constitution, as amended.
Among the major proposals moving through the constitutional review process are the establishment of state police, financial autonomy for local governments, independent candidacy, creation of an Electoral Offences Commission, special legislative seats for women and reforms affecting the judiciary.
Other areas covered by the constitutional alteration exercise include electoral reforms, devolution of powers, fiscal reforms, human rights and institutional reforms.
Under Section 9 of the Constitution, the amendments require approval by resolutions of at least two-thirds of the 36 State Houses of Assembly representing 24 states before the National Assembly can complete the constitutional alteration process and move the relevant amendments forward.
The transmission therefore places a significant part of the constitutional review process in the hands of the state legislatures, which are expected to consider the proposals under their respective legislative procedures and communicate their resolutions to the National Assembly.
The state police proposal seeks to establish a dual policing structure comprising federal and state police services, while the local government proposals are intended to strengthen the autonomy and constitutional protection of Nigeria’s third tier of government.
Ogunlana asked the 36 state legislatures to communicate their decisions within 30 days of receiving the bill.
He, however, clarified that the 30-day period is an administrative timeline fixed to facilitate the process and not a deadline imposed by the Constitution. The same clarification was contained in separate reports on the transmission.
The National Assembly said it recognises the independence and constitutional responsibilities of the State Houses of Assembly and expects the process to be conducted in accordance with the Constitution and the principles of due process.
The development is particularly significant for proposals such as state policing and local government autonomy, which have remained recurring issues in Nigeria’s constitutional reform debate.
The state legislatures’ decisions will now determine whether the proposed alterations obtain the constitutionally required support of at least 24 Houses of Assembly before the amendment process can advance further.
