The Anambra State Government has condemned the brutal assault of a female National Youth Service Corps (NYSC) member, Jennifer Edema Elohor, by operatives of a local security outfit, confirming that those involved have been arrested and detained.
The incident, which occurred on July 23, 2025, sparked outrage after a disturbing video went viral on social media. The footage, posted by Haven 360 Foundation, showed armed operatives of the Agunechemba Vigilante Group, popularly known as Operation Udo Ga-Achi, storming a corps members’ lodge. Despite the occupants presenting their NYSC identification cards and uniforms, the operatives accused them of internet fraud, beat Elohor severely, stripped her naked, and left her bloodied. Other corps members were also harassed, threatened, and humiliated at gunpoint.
Haven 360 Foundation described the assault as “unsavoury, horrible, and sexually degrading,” alleging that the vigilantes hurled sexually explicit threats and subjected the corps members to dehumanizing treatment.
Reacting to the incident, Governor Chukwuma Soludo’s Special Adviser on Community Security, Ken Emeakayi, described the attack as “unfortunate and unacceptable.” Speaking on Channels Television’s The Morning Brief on Tuesday, he confirmed that the perpetrators had been arrested and placed in detention pending investigation.
“The operatives were on the trail of suspected cultists riding on motorcycles when they pursued them into a compound. In the process of searching the houses in line with their mandate, the unfortunate incident involving the corps member occurred. While they were acting within the law, their conduct in that instance was unacceptable,” he said.
Emeakayi explained that the government acted swiftly once the video surfaced. According to him, the victim, alongside NYSC officials, was invited to his office to provide testimony, after which disciplinary measures were set in motion.
“Our conclusion is that while the operatives were on a legitimate assignment, the manner in which they acted was not acceptable. We have made that very clear, and disciplinary measures are being taken,” he stated.
He further clarified that Operation Udo Ga-Achi is a joint task force comprising the police, army, DSS, civil defence, and the state’s Agunechemba security outfit, established under the Anambra State Homeland Security Law 2025.
The government assured the public that the Soludo administration would not tolerate any misuse of power by security personnel, particularly against innocent citizens.
“The state is committed to ensuring that justice is served and that no security operative escapes accountability for misconduct,” Emeakayi said.
