The Government of Ghana has initiated processes to extradite a foreign national accused of secretly recording and distributing intimate videos of Ghanaian women without their consent, with the Minister for Communication, Digital Technology and Innovation, Samuel Nartey George, stating that authorities will pursue the suspect through diplomatic and legal channels.

“We want the gentleman to come to Ghana, to be brought back to Ghana, extradited to Ghana, for him to face the rigors of our law,” the Minister stated.

Speaking to JoyNews on Saturday, Mr. George disclosed that he has already directed his ministry to formally engage the Russian Ambassador as part of diplomatic efforts to secure cooperation from Russian authorities.

“Yesterday, I caused the ministry to send an invitation to the Russian Ambassador. I intend to see him this week and have a conversation with him,” he said, adding that the government is taking “a very strong view” of the matter.

The case involves a foreign national who allegedly lured Ghanaian women, recorded intimate encounters without their consent and subsequently published the videos online, reportedly for financial gain.

According to the Minister, the issue is not about moral judgement or the private choices of adults, but about criminal conduct.

“What the cyber security authority is interested in, and my ministry is interested in, is in the non-consensual sharing of the videos that were posted online. That is a crime,” he stressed.

He explained that while consenting adults are free to make personal decisions, recording someone without their knowledge and distributing such material constitutes a criminal offence under Ghana’s Cybersecurity Act.

“It is a crime to record a person without their consent… and you go and post it on a website for financial gain,” he said.

The Minister indicated that Ghana will activate every available legal and international cooperation mechanism, including collaboration with Interpol, to ensure the suspect is returned.

“My team at cyber security is building a full docket… we will make a representation before the courts, trial him in absentia and get judgment if he fails to show up. But we will not let this go,” he assured.

Mr. George further pledged that the rights of Ghanaian citizens will be protected regardless of the circumstances surrounding the incident.

“Ghanaian citizens, irrespective of their decision making, will be protected by their government,” he said.

The man, identified online as Yaytseslav, is said to have posted dozens of clips across TikTok, YouTube and a paid channel on Telegram, triggering heated debates about privacy, consent and digital exploitation.

Reports indicate he was frequently seen around Accra Mall, where he allegedly approached women, wearing a spy glass struck up conversations and later persuaded some to exchange phone numbers or visit him. Parts of those interactions were later uploaded online.

The content was reportedly split into two parts — teaser summaries shared publicly and longer, more private footage locked behind a paid Telegram subscription reportedly costing about $5 monthly.

Online checks show roughly 40 videos allegedly linked to encounters with Ghanaian women, with some clips also featuring women from other African countries including Kenya and South Africa.

In several clips, Yaytseslav is heard approaching women with compliments such as, “Hello, what’s your name? You look beautiful, I really like you. Can you please share your phone number?”

The encounters typically begin in public settings before progressing to private locations, where recording continues.

One widely shared clip reportedly showed a woman visiting his residence and later appearing wrapped in a towel, though it remains unclear whether those recorded were fully aware the footage would be distributed online.

The man trended on Thursday, February 12, 2026, after clips showed him approaching women around Accra Mall and later taking some of them to his apartment.

His face had been out of frame for days, with his camera angles never showing his face — viewers could only see his hands and wristwatch while hearing his voice.

That changed when a fresh clip surfaced on Facebook showing a man believed to be him walking through an apartment hallway. The new footage showed a casually dressed man wearing glasses, a lime green T-shirt, light grey pants and a brown crossbody bag. What caught viewers’ attention was the blue wristwatch, which appeared in some of his videos.

As outrage intensified, social media users speculated about how the recordings were made without drawing attention. Many suggested that Yaytseslav may have used Ray-Ban Smart Glasses, commonly known as Meta Glasses, after viewers noticed he was wearing glasses resembling the device in some clips.

However, there has been no official confirmation regarding the equipment used.

The controversy has spread beyond Ghana, with Kenyans also demanding accountability after reports indicated the man posted videos featuring women from Kenya as well.

Commentators in Kenya have invoked international human rights law, noting that even if the offender is foreign, Kenya can act under the Universal Declaration of Human Rights (Article 12) which provides protection from arbitrary interference with privacy, and the International Covenant on Civil and Political Rights (Article 17) which protects individuals from unlawful attacks on honor and reputation.

“Kenya is a signatory to these instruments. Will a Kenyan be left scot-free if found doing the same in their country?” one commentator asked.

The controversy has sparked heated discussions online about digital consent, exploitation, privacy rights and the responsibilities of social media platforms in moderating such content.

While some women in the videos reject his advances, others agree to meet him. Critics have raised serious concerns about consent, privacy and the legality of recording and distributing intimate content without clear permission.

The Minister for Gender, Children and Social Protection in Ghana has also issued a statement, noting that many of the victims are women and that the matter is being treated with urgency.

While assuring the public of firm legal action, Mr. George urged citizens to exercise caution in their personal interactions, particularly in an era where digital tools can easily be misused.
