The Federal Ministry of Petroleum Resources has partnered with Lawyers in Energy Network as anchor partner for the 2026 Lawyers in Energy International Conference, LEICA, scheduled to hold at Oriental Hotel, Victoria Island, Lagos.

The conference, convened by Lawyers in Energy Network, will hold from July 13 to 15, 2026, with sessions beginning at 9:00 a.m. daily.

This year’s conference is themed, “Net Zero, Energy Law and Regulatory Reform: Managing Risk and Unlocking Opportunity in a Carbon-Constrained Energy Market.”

According to the organisers, LEICA 2026 will bring together legal practitioners, policymakers, regulators, judges, business executives, investors, academics, development partners and energy professionals from across Africa and beyond to examine the future of energy law, policy, regulation and investment.

The Federal Ministry of Petroleum Resources’ partnership as anchor partner was described as a major demonstration of its commitment to promoting dialogue, collaboration and reform within Nigeria’s energy sector.

The organisers said the partnership also underscores the Ministry’s support for initiatives that strengthen legal and regulatory institutions, encourage investment and advance sustainable growth in the energy industry.

A major highlight of the conference will be the keynote address by Mr. Farid Ghezali, Secretary General of the African Petroleum Producers’ Organization.

Ghezali is expected to speak on Africa’s evolving energy landscape, regional cooperation, investment opportunities and the role of legal and regulatory frameworks in delivering an equitable and practical energy transition.

Speaking on the significance of the conference, Chairman of Lawyers in Energy Network, George Etomi, said LEICA has become one of Africa’s respected platforms for advancing conversations at the intersection of law, policy and the energy industry.

He said countries are currently balancing energy security, sustainability and economic growth, making it necessary to build legal and regulatory systems that support investor confidence, innovation and responsible resource development.

The conference programme will feature plenary sessions, panel discussions, technical sessions, networking events and the LEICA Awards, which will recognise individuals and organisations contributing to the growth and transformation of the energy industry.

Discussions at the conference will focus on energy sector reforms for an orderly net zero transition, regulatory certainty and investment protection, carbon markets, climate finance, ESG regulation, and dispute resolution in a carbon-constrained energy market.

Other areas of focus include the future of energy law in Africa, emerging trends in petroleum, gas, power and renewable energy regulation, regional integration and cross-border energy investment.

The organisers said the conference is expected to attract participants from government institutions, regulatory agencies, international organisations, national and international energy companies, law firms, financial institutions, development partners, academia and civil society.

They added that LEICA 2026 will provide opportunities for strategic partnerships, business networking, knowledge exchange and professional development.
