Qatar has allegedly invested more than $20 billion into American colleges and other top institutions as part of the Muslim Brotherhood’s decades-long plan to influence US society and “undermine” democracy from within, according to a report by the Institute for the Study of Global Antisemitism and Policy (ISGAP).

The think tank warned that the actual amount could be significantly higher, potentially exceeding $100 billion, as only a few universities have been examined so far.

The Qatar Foundation, financed by the country’s ruling Al Thani royal family, is said to have donated tens of billions of dollars to universities and cultural institutions in the United States to advance Sunni Islamist objectives. According to ISGAP executive director Dr. Charles Asher Small, “The royal family of Qatar has a Bay’ah a spiritual oath to the Muslim Brotherhood, so they’re pumping in many billions into our universities, K-12 schools and cultural institutions, using influence and soft power to promote its ideology.”

Among the universities reportedly receiving substantial funding are Cornell University, which allegedly received $10 billion over the years, Georgetown University, Texas A&M, and Brown University.

The money has funded programs such as medical schools in Qatar, diplomatic training initiatives, research projects, and Middle East studies programs. ISGAP claims that some of these projects include “dual-use” applications with military or nuclear implications, though the universities involved insist that no sensitive or national security research is conducted at the campuses.

The report also highlights the role of the Muslim Students Association (MSA), which has chapters on over 600 college campuses, including Columbia University and NYU. ISGAP asserts that the MSA, in coordination with Students for Justice in Palestine (SJP), has advanced Brotherhood objectives, including influencing narratives around the Israel-Hamas conflict. Critics point to incidents like the controversial “Arab World” map displayed in a Brooklyn classroom, which renamed Israel as Palestine, as evidence of this influence.

ISGAP’s report, titled “The Muslim Brotherhood’s Strategic Entryism into Western Society: A Systematic Analysis,” warns that the group has embedded its ideology across key educational and cultural institutions, aiming to “transform Western society from within.” The report urges the United States to designate the Muslim Brotherhood as a terrorist organization to protect national security and higher education from foreign ideological influence.

Supporting this perspective, Texas Governor Greg Abbott recently designated the Muslim Brotherhood and the Council on American-Islamic Relations (CAIR) as Foreign Terrorist and Transnational Criminal Organizations.

The proclamation prohibits both groups and their affiliates from acquiring property in Texas and authorizes heightened enforcement against their activities. Abbott cited evidence linking the organizations to global terrorism, Hamas, and efforts to impose Sharia law.

While CAIR condemned the designation as politically motivated and accused Abbott of stoking anti-Muslim sentiment, proponents argue the move is necessary to counter ideological infiltration, protect democratic institutions, and curb extremist activity on US campuses.

US lawmakers, including Rep. Elise Stefanik (R-NY) and Senator Ted Cruz (R-TX), have also called for designating the Muslim Brotherhood a terrorist organization and tightening restrictions on foreign influence in education, citing its connections to anti-democratic and antisemitic activities.

Dr. Small emphasized the urgency of transparency in foreign funding, arguing that American institutions should safeguard against money from entities whose objectives conflict with democratic ideals. “A lot of young people at our best universities are coming out supporting Hamas,” Small said, warning that the Brotherhood seeks to destroy Israel, subvert democracy, and weaken Western societies through ideological and cultural influence.
