Minister of the Federal Capital Territory (FCT), Nyesom Wike, has assured property owners in the disputed River Park Estate that the FCT Administration has no intention of confiscating their properties.
Wike made this statement on Saturday, September 20, 2025, during a tour of the estate, where illegal structures had recently been demolished by the FCT Department of Development Control. Addressing journalists, he emphasized that the government’s goal is to ensure compliance with proper procedures, not to seize property.
“I received a petition from SIMS, a senior advocate representing a company called Jonah AD, which I learned is a Ghanaian firm. This company had a lease agreement with the FCT Administration more than 20 years ago. From what we know, they granted a power of attorney to a third party, Paulo Homes. Paulo Homes has no business with the FCT. Only the Ghanaian company has business with us,” Wike explained.
He noted that the lease agreement had expired and that the arrangement with Paulo Homes violated lease terms. To protect Nigerians who may have unknowingly built on the estate, the administration plans to issue new Certificates of Occupancy directly to legitimate property owners.
“So, all claims that the FCTA wants to take their property are baseless. That is not our intention,” Wike affirmed.
The Minister urged residents to verify the legitimacy of land sellers and warned against building on plots from unauthorized parties. “Since the lease has expired, no more development is allowed. What Paulo Homes did was to start construction overnight to tie the hands of the Administration, which we will not accept. That is why the Department of Development Control demolished every ongoing construction, and we will continue to do so,” he stated.
Wike reassured residents that fairness remains the administration’s priority. “Nobody is going to confiscate their property. We will issue new Certificates of Occupancy to all legitimate owners. All C of Os issued through Paulo Homes have been voided and will be reissued. Next week, we will invite residents who own property here to explain our plan. There is no cause for alarm.”
Before visiting River Park Estate, Wike inspected progress on the arterial N5 road (Obafemi Awolowo Way), demonstrating the administration’s commitment to urban development and infrastructure in the FCT.
