Obuna’s letter, invoking historical doctrines like Monroe, Reagan, and Trump, demands that Tinubu’s administration identify and neutralize those importing violent extremist ideologies. He advocates modernizing the military, navy, air force, police, and paramilitary to resist internal and external threats, and suggests a regional rotation of security chiefs—posting South West officers to the South East, South East officers to the South West, and South South officers to the North—to enhance impartiality. OBUNA DOCTRINE ON HOMELAND SECURITY IN NIGERIA:
An open letter to His Excellency President Ahmed Bola Tinubu (GCFR).
Greetings Your Excellency in name of God Almighty the creator of the whole universe, the most merciful and the most benevolent.
It is a moral duty for me as a concerned and loving citizen of the Federal Republic Of Nigeria to pick up my fighting pen which is more potent than any known nuclear weapon(s) to address the issue of security of lives and property of Nigerians which has attracted global outcry and condemnation in the most practical terms.
As a Lawyer and a Political Scientist, just like Baron Da Montesqui, AV Dicey, Hans Kelson, Nicollo Machiavelli or Karl Marx did when the society they lived in was not normal, history will never forgive me if I in the midst of unbridled destruction of lives and property of innocent, helpless and defenseless Nigerians mostly in Platue, Benue and other States by the terrorists who call themselves names like Boko Haram, ISIL, ISIS, herdsmen or bandits, who in the guise of religion and land grabbing go about unleashing misery and terror which only lead to barbarism, backwardness and retrogressive progression of Nigeria into the abyss of darkness in alarming dimensions if I didn’t act as a learned man who offered some pieces of advice.
Late General Sani Abacha, a one time Nigerian Head Of State, once said that if mutiny or insurrection lasts more than two weeks, It means that the government has a hand in it. Nigeria’s external attacks and subversive occupancy and incursions was a gradual politically motivated calculation which didn’t start today but have span out of control of those who created that. It is now like a wild beast that devours even it creators in the sense that what started in Northern Nigeria have now turn Northern apart and have already left it in ruins. Some drastic measures have to be taken to contain the gradual spread to the Western and Eastern parts of the country called Nigeria.
I must have to say that to worst case scenario of this ill wind blowing across the country was well encouraged and enhanced by the last Administration of President Muhammadu Buhari who through his policies of Buharification and Fulanization of Nigeria encouraged the unchecked influxes of all kinds of deadly barbarians into Nigeria especially where it concerned those (Mieti Allah and FUNAM) who want to turn our beloved Nation into a cow or cattle colonial enclave in their misguided believe that God Almighty has handed our county to them as a personal estate.
Be that as it may, the present day Administration Of President Ahmed Bola Tinubu, GCFR, must employ all necessary means and measures both short term, medium term and long term strategic thinking and planning in order to arrest this ugly situation.
The Federal Government ought to ban outrightly the use of life ammunition like AK 47 being and other dangerous weapons displayed menacingly by all forms of terrorists and herdsmen against the helpless, hopeless and defenseless poor masses and farmer in Nigeria. If not there should be a case of everyone being licensed to carry all types of guns and rifles which is the most potent, efficient and effective checks against these terrorists who hear only the language of violence. The will ensure:
(a).That there is a case of Balance Of Terror (BOT),
(b). That there is a case of Mutually Assured Destruction (MAD).
I have read about and as well studied how much the government can use its Powers as the sole proprietor of the instrument of force and cohesion to achieve the best results when dealing with issues of national interest and security. Doctrines like,
1. The Monroe Doctrine
2. Reagan Doctrine and
3. Trump Doctrine can give us interesting insights in dealing with Nigeria’s external incursions from within and with internal collaborations.
The present day Administration Of President Ahmed Bola Tinubu ought to:
1. Find out who are the real men behind the scenes in the importation of the violent form Islamic Faith which encourage barbarism, backwardness and wanton destruction of lives and property in the name of religion, obsolete fundamentalist ideologies and jihadist mindset which belonged to the stone and primitive ages. This will be the first step in the right direction.
2. The Federal Government ought to reschedule and restructure the security forces of by modernization of the Army, Navy, Airforce, Police and other para military group in such a way that it will very difficult for the international and internal enemies of Nigeria to break it.
3. 5. The Federal Government ought to work hand in hand with every State Governments in line with the peculiar nature of the security problem of that particular State(s) in question.
6. The Federal Government ought to embrace and encourage agricultural revolution especially where it concerned cow breeding/cattle rearing (Ranching). Countries like Brazil and India should be approached for such entrepreneurship. This will send a enough signals to those who are in for land grabbing with incessant displacement of people from their ancient or ancestral homes by crookedness, by subterfuge, by treachery or by all other forms of wickedness just to make sure that their cows are given preeminence over the sanctity of human beings and lives.

This is the best form of social, economic and political security of any Nation.
In more practical and concrete terms, a State Government like the Enugu State Government ought to make sure that:
1. As the custodian of land in the State, there should not be any alienation of any lands by anyone, Chief or Igwe of any community to an individual, individuals, groups, corporate bodies and/or ethnic association within the State without prior consent and approval from the State Government. Any such agreements should be declined and declared null and void and of no effect abinitio.
2. Anyone in community authority in any community or any Igwe who engaged in such unwholesome dealings must be dethroned and his certificate of recognition withdrawn. He must have face the full weight of the law.
3. There should be a monthly meeting between the leaders of a community, leaderse of the settlers in that community such as herdsmen or guests, the security forces (army or police as the situation warrants), neighborhood watchmen and forest guards so that security of lives and property is guaranteed on both sides of the divide.
4. No individuals especially the herdsmen should be allowed to carry about or allowed to brandish life ammunition like AK 47 assault rifles and other dangerous weapons for any reason whatsoever. If not, let the Government arm the at least all the neighborhood watchmen/forest guards with such arms which will counterbalance the ones carried by the herdsmen so that our communities must have adequate security.
5. Government of Enugu State ought to be having interface on weekly bases with any groups living in Enugu State who do business herein so that there must be harmonious coexistence between Ndi Enugu and such other ethnic groups or associations.
6. There should be monthly inspections, monitoring and visits by Enugu State specially trained persons of the abodes of the the herdsmen to ensure that no dangerous weapons are kept in their place of settlements especially in Eha Amufu, Adani, Ogurugu, Igga or other such places in the State which has become ‘Cattle Colony Republic’ (s) within Enugu State.
7. The Government Of Enugu State ought to enter in agricultural revolution, and bilateral/multilateral relationships with Brazil and India for the establishment of cattle ranches across the state (breeds, rearing and sales cattle ) for both local consumption and fro foreign exchange earnings. This must go a long way in solving the security issues in Enugu State in particular and in Nigeria in general, if other State Governments can mutatis mutandis adopt this drastic measures.
Lastly, I enjoin the Commander In Chief Of The Nigerian Armed Forces, Ahmed Bola Tinubu to borrow a leaf from Nethanyahu Doctrine by employing and adopting the treatment given to high profile terrorists such as Hahya Sinwah, Mohamed Deif, Ismail Haniya and Hassan Nasrallah who were non state actors but shook the entire world as terror masters but later who ended up in shame ignominiously. This is to be applied in dealing with both the interior and exterior terrorists who want to destroy our beloved Nation.
