The Kano State House of Assembly has stressed the need to step up efforts to amend the 1999 Constitution for devolution of power to states and local governments for the creation of state police and other outfits to address the security challenges in the country.

This is contained in a communiqué issued by the Speaker of the Assembly, Hamisu Chidari, after a three-day legislative retreat for members in Abuja.

The retreat with the theme, ‘Consolidating the Role of Kano State House of Assembly in Nigeria’s quest for true and durable democratic ethos and development,’ was organised by LEGIS-37 in conjunction with the National Assembly.

The communiqué, which was issued on Wednesday in Kano, read in part, “Efforts should be stepped up to amend the 1999 Constitution for the devolution of powers to states and local governments for the creation of state police and other security outfits to address the current security challenges in the country.

“Efforts should be made for the institutionalisation and development of annual work plan documents that will guide the activities of the House for improved transparency, accountability and probity in the management of resources under the financial autonomy regime of the House.

“Necessary steps should be taken by the Kano State House of Assembly to strengthen the internal audit unit of the House and ensure regular capacity building of the staff members of the office.

“Resolutions of the House should be directed to the relevant committees by the office of the Clerk/Head of Legislative Service for onward inclusion into annual appropriation law.”

It stressed the need for the legislators to ensure that the recommendations of the public accounts committee reports were pursued to a logical conclusion.
