
The Borno State Ministry of Justice has formally launched a groundbreaking e-Justice transformation project in collaboration with LawPavilion, marking a significant leap toward digitizing justice administration in the state.
The launch event, held at the Government Secretariat in Maiduguri, was presided over by Governor Babagana Umara Zulum, who unveiled the initiative as part of his administration’s broader effort to modernize governance through technology and reform.
What began as a modest vision to establish an e-Library has evolved into a comprehensive digital overhaul of the Ministry of Justice. The transformation includes the deployment of digital infrastructure, organizational restructuring, the redesign of workspaces, and the adoption of a new mission, vision, and core values tailored to reflect a 21st-century justice system.
Speaking at the launch, the Honourable Attorney General and Commissioner for Justice, Hauwa Abubakar Isa, Esq., emphasized that the project aligns Borno’s justice sector with global best practices. “We are committed to ensuring that legal professionals in Borno State are not only equipped for the future but also capable of meeting the legal needs of our people with efficiency and integrity,” she said.
A central feature of the reform is the Case Management System (CMS), which streamlines workflow and improves access to justice. With personalized dashboards for the Attorney General, Solicitor General, Directors, and State Counsel, the CMS enables real-time tracking of case progress, promotes accountability, and allows for data-driven oversight.
Also unveiled was the Mail Tracking System, an automated workflow engine that digitally timestamps and tracks all internal correspondence and legal requests within the Ministry. This ensures strict compliance with turnaround times and enhances the quality of legal services across all departments.
Another notable component is the Administration of Criminal Justice Monitoring Platform, which provides inter-agency real-time oversight of criminal justice processes from arrest to correction, enabling stakeholders to track case progression and reduce systemic delays.
The Chief Judge of Borno State, Hon. Justice Kashim Zannah, lauded the CMS as a “historic milestone in Borno’s judicial evolution,” urging the Governor to support further law reforms that reflect modern realities.
Governor Zulum commended the Attorney General for her “competence and transformational leadership,” pledging continued support for law reforms and capacity building in the justice sector. “This is a lasting legacy that strengthens the rule of law and public confidence in our institutions,” the Governor noted.
LawPavilion, the project’s technology partner, provided the architecture powering the CMS, e-Library, and digital workflow tools. Ope Olugasa, Managing Director/CEO of LawPavilion, remarked: “We came not just to deliver a product, but to walk with the Borno team on a transformation journey. Justice is infrastructure—essential for national prosperity.”
The event also featured the commissioning of the Citizens Mediation Centre, unveiling of the Ministry’s new logo, mission, and vision, and an inspection of the newly refurbished office spaces. Stakeholders present included the Chairman of the Nigerian Bar Association (NBA), Maiduguri Branch, Zanna Hamza, senior government officials, and members of the legal community.
Directors and staff praised the Attorney General for her visionary leadership, describing the reforms as timely, inclusive, and deeply impactful.
