Former Anambra State Governor Willie Obiano and his wife, Ebelechukwu Obiano, transferred ownership of several U.S. properties following his arrest in 2022 on allegations of misappropriating public funds, an investigation by the Organized Crime and Corruption Reporting Project (OCCRP), the Platform to Protect Whistleblowers in Africa (PPLAAF), and the Houston Chronicle has revealed.

Obiano, who governed Anambra State from 2014 to 2022, was arrested by Nigeria’s Economic and Financial Crimes Commission (EFCC) at Lagos’ Murtala Muhammed International Airport as he attempted to board a flight to Houston shortly after leaving office. He has since denied all allegations, which include charges of embezzlement and money laundering.

Property records reviewed by investigators show that the Obianos transferred ownership of six apartments in Texas between 2022 and 2024. These transfers began the same year as Obiano’s arrest and coincided with intensifying scrutiny from Nigerian anti-graft authorities.

While four of the transferred apartments were purchased before Obiano became governor — during his tenure in the private sector as a banker — two others were acquired while he held office. Altogether, the six apartments are valued at approximately $1.8 million, according to local property district assessments.

Despite the transfers, the Obianos still retain ownership of four U.S. properties. One of these — a Houston apartment purchased in 2011 — is jointly owned, while Mrs Obiano individually holds two others bought in 2011 and 2024. Another apartment, acquired by her in 2014, was later transferred to their daughter in 2015.

In 2024, as Obiano was formally charged with laundering N4 billion (about $4.4 million at the time) in state funds, four apartments were transferred into a Texas-based company, Wilveg Investments Series LLC. Corporate documents list Mrs Obiano as the company’s registered agent as of November 2023. The firm, incorporated in 2010, has Mr and Mrs Obiano and their daughter listed among its managers.

Mrs Obiano described the transactions as “private business” in a text message to OCCRP and declined further comment. Multiple attempts by reporters to reach Mr Obiano through his legal and media contacts were unsuccessful.

The EFCC’s nine-count indictment accuses Obiano of diverting funds from the Anambra State Government’s Security Vote Account — a pool of money typically allocated for discretionary use by government officials for security-related purposes.

A 2018 report by Transparency International and the Civil Society Legislative Advocacy Center described such accounts as “fuel for corruption,” citing the lack of legislative oversight or independent audit due to their classified nature.

Obiano’s trial has faced delays, most recently due to the suspension of the presiding judge by the National Judicial Council for unrelated reasons.
