The Confederation of African Football (CAF) Disciplinary Board has imposed sanctions on the Fédération Sénégalaise de Football (FSF), the Fédération Royale Marocaine de Football (FRMF), and several players and officials following incidents during the 2025 Africa Cup of Nations (AFCON) final at Stade Mohammed V.

The decisions, announced Wednesday, address violations of the CAF Disciplinary Code, including breaches of fair play, loyalty, and integrity during and after the match.

Sanctions on Senegal

  • Senegalese head coach Pape Bouna Thiaw was suspended for five official CAF matches for unsporting conduct and bringing the game into disrepute, and fined USD 100,000.
  • Players Iliman Cheikh Baroy Ndiaye and Ismaila Sarr were each suspended for two CAF matches for unsporting behaviour toward the referee.
  • The FSF was fined USD 300,000 for the misconduct of supporters and an additional USD 300,000 for unsporting conduct of players and technical staff.
  • A further USD 15,000 fine was issued for five players receiving cautions during the match.

Sanctions on Morocco

  • Defender Achraf Hakimi was suspended for two official CAF matches, with one suspended for one year, for unsporting behaviour.
  • Midfielder Ismaël Saibari was suspended for three matches and fined USD 100,000.
  • The FRMF was fined USD 200,000 for the inappropriate behaviour of stadium ball boys, USD 100,000 for players and technical staff obstructing VAR, and USD 15,000 for laser use by supporters.

The AFCON final, held on January 18, 2026, descended into chaos in the dying moments of regulation time. With the score tied 0-0, Senegal had a goal disallowed for offside. A VAR review later awarded Morocco a penalty in the eighth minute of added time, prompting Senegal coach Thiaw to lead his players off the pitch in protest. Security intervened before the team returned to complete the match.

Morocco’s penalty was saved by Senegal goalkeeper Édouard Mendy, but midfielder Pape Gueye scored in extra time to secure Senegal’s AFCON title. CAF and FIFA President Gianni Infantino condemned the conduct at the time.

CAF also rejected a protest lodged by the FRMF alleging that Senegal violated Articles 82 and 84 of AFCON regulations during the final, affirming Senegal’s compliance with tournament rules.

The CAF Disciplinary Board emphasized that all sanctions were imposed in accordance
