The Anambra State Government has offered plea bargain to defendants standing criminal trial in the state, except those charged with serious violent offences such as murder, kidnapping, armed robbery and rape.

The offer was announced in a statement issued by the Attorney-General of Anambra State, Tobechukwu Nweke, SAN, as part of ongoing efforts by the state government to decongest correctional centres and reduce the burden of criminal cases pending before courts in the state.

According to the statement, the initiative is also aimed at strengthening the reform of the criminal justice sector in line with the mandate of the Governor of Anambra State, Prof. Chukwuma Charles Soludo.

The Attorney-General has, in furtherance of the policy, issued a formal direction to all prosecutors in the state requiring them to issue prescribed plea bargain forms to defendants in criminal cases before their plea is taken.

The direction, dated July 22, 2026, applies to all offences created by the laws of Anambra State, except cases involving murder, kidnapping, armed robbery and rape.

The state government said the move represents a major step in criminal justice reform, as it opens the door for a large number of defendants facing trial for less serious offences to explore plea bargain arrangements.

Under a plea bargain, a defendant may plead guilty to an offence or a lesser charge in exchange for a reduced sentence or other lawful consideration approved by the court.

The policy is expected to help speed up criminal trials, reduce overcrowding in correctional centres, save judicial time and promote faster resolution of pending criminal cases across the state.
