The House of Representatives on Tuesday passed a bill seeking to extend implementation of the capital component of the 2025 Appropriation Act from 30 September to 31 December 2026, giving the Federal Government a further three months to execute projects provided for in the budget.

House Leader Julius Ihonvbere sponsored the amendment bill, which passed its first and second readings before lawmakers considered its provisions clause by clause in the Committee of Supply. The committee reported back to plenary, where the bill was read for a third time and passed by voice vote. Deputy Speaker Benjamin Kalu presided over the sitting and announced its passage.
Ihonvbere said the capital component of the budget had yet to be fully implemented because of “economic difficulties.” The extension sought by the House applies to capital expenditure, which covers projects and other development spending, rather than the entire 2025 budget.
Tuesday’s vote is the fourth attempt to extend the implementation period beyond its original 31 December 2025 endpoint. Lawmakers first moved the deadline to 31 March 2026, then to 30 June, and later to 30 September. The latest bill proposes 31 December 2026 as the new endpoint.
The repeated extensions have kept 2025 capital projects within an implementation period extending well into 2026. The House’s passage is one legislative step; the proposed December deadline still requires completion of the remaining lawmaking process.
The House resumed plenary on Tuesday after its recess, which began on 23 July. Following consideration of the bill, it adjourned until 13 October. No reason for the adjournment was announced in the account of the sitting provided.
