The Federal Government has released the final list of ranked and approved textbooks for use in Nigerian schools from 2026 to 2028, introducing unique QR tracking codes for every approved title as part of measures to strengthen transparency, monitoring and accountability in the provision of instructional materials.

The Federal Ministry of Education announced the development in a statement issued on Monday by its Director of Press and Public Relations, Boriowo Folasade, following the completion of the first phase of the national textbook ranking exercise.
According to the ministry, the first phase covers textbooks for Primary 1, Primary 4, Junior Secondary School 1 and Senior Secondary School 1.
Every textbook appearing on the approved list has been assigned a unique Ranking/QR Tracking Code, alongside information identifying the title, author or authors, publisher and year of publication.
The ministry said the identification system was introduced to make it easier to monitor approved instructional materials and strengthen accountability in their selection, procurement and utilisation across Nigerian schools.
“The introduction of the Ranking/QR Tracking Code represents an important step towards strengthening the monitoring and control of approved instructional materials and ensuring greater transparency in their selection, procurement and utilisation,” the ministry said.
The national textbook ranking exercise was conducted under the supervision of the Minister of Education, Dr. Maruf Tunji Alausa, and the Minister of State for Education, Prof. Suwaiba Sa’id Ahmad, with Alausa giving final approval to the list.
The ministry explained that the additional process of generating and assigning an individual Ranking/QR Tracking Code to each textbook contributed to the time required to complete and validate the final lists.
It said the ranking exercise was being implemented in phases rather than covering all classes simultaneously.
With the first phase now completed, preparations are expected to commence for the second phase, which will cover textbooks for Primary 2, Primary 5, JSS 2 and SS 2.
The ministry said the same identification and tracking measures introduced under the first phase would apply to textbooks approved during the second phase.
Publishers, schools, education authorities, procurement agencies and other stakeholders have consequently been urged to consult the official approved list when choosing and purchasing textbooks for the classes currently covered.
The ministry specifically encouraged stakeholders to adhere to the approved list in the provision and use of textbooks for Primary 1, Primary 4, JSS 1 and SS 1.
According to the government, the exercise is intended to ensure that teachers and learners have access to instructional materials that are quality, relevant and aligned with the curriculum, while also improving transparency and accountability in textbook provision.
The introduction of the unique codes also means each approved textbook can be distinguished using its assigned identifier together with its title, author, publisher and year of publication, providing education authorities and procurement bodies with an additional mechanism for verifying materials against the official list.
The ministry said the complete 2026–2028 Ranked and Approved Textbooks list, including the unique Ranking/QR Tracking Code assigned to each approved title, had been made available to stakeholders.
