The Governor of Ogun State, Dapo Abiodun, on Thursday, presented 2025 Toyota Corolla Cross SUVs to the chairmen of the 20 local government areas within the state.

The event took place in Abeokuta and contributed to the festive spirit of the Christmas season, with the chairmen expressing their gratitude to the governor for this generous gesture.

The governor was represented by Hon. Ganiyu Hamzat, the Commissioner for Local Government and Chieftaincy Affairs. He stated that the vehicles were provided to enhance effective governance at the grassroots level.

Governor Abiodun praised the chairmen for their valuable partnership in delivering the benefits of democracy and pledged that his administration would continue to support local governments to foster socio-economic development in the state.

He urged the local government chairmen to remain committed to excellence in grassroots governance and to promote equitable growth and development throughout their councils.

He said, “Our administration is aware of the challenges faced by our people at the grassroots and the obstacles confronting the government in delivering essential services.”

“These vehicles have therefore been provided to facilitate swift and efficient outreach to the grassroots, as required by the demands of governance.”

“This gesture also underscores our determination to ensure that grassroots governance thrives in the state and that rural dwellers enjoy good governance without impediments.”

On behalf of the beneficiaries, Folashade Adeyemo, the Ogun State Chairman of the Association of Local Governments of Nigeria, praised Governor Abiodun for providing vehicles, calling it a significant enhancement to the Yuletide celebrations.

Adeyemo, who also serves as the Chairman of Odeda Local Government, commended the governor for his accomplishments in key sectors such as education, housing, healthcare, and road infrastructure.

She noted that the governor’s ISEYA mantra has elevated Ogun State to an enviable position and assured that the local government chairmen would continue to work with the state government to make Ogun State the pride of its indigenes, residents, and Nigerians at large.

“The vehicles would enhance our capacity to reach rural communities and effectively address the aspirations and needs of the people at the grassroots,” the ALGON boss said during the event.

Adeyemo described the gesture as a welcome development and expressed profound appreciation to the governor for fulfilling his pledge.

Speaking through the Commissioner for Local Government and Chieftaincy Affairs, Ganiyu Hamzat, during the distribution held in Abeokuta, the governor said the move is in fulfillment of his pledge and aimed at facilitating smooth governance at the grassroots level of development.

Governor Abiodun commended the local government chairmen for their efforts in delivering dividends of democracy at the grassroots and reaffirmed his administration’s commitment to working closely with them to improve the welfare and quality of life of Ogun State citizens.

Meanwhile, lawyers have questioned why local governments cannot buy cars themselves since they are independent in line with the Supreme Court judgment on local government funds.

The question raises issues about the practical implementation of local government autonomy following the Supreme Court judgment that granted financial independence to local governments in Nigeria.

The Supreme Court had ruled that state governors must allow local governments to receive their allocations directly from the Federation Account, ending the practice of state governors controlling local government funds through State-Local Government Joint Accounts.

The judgment was meant to strengthen local government autonomy and enable them to function as the third tier of government envisioned by the Constitution.

However, the continued practice of state governors providing vehicles and other resources to local government chairmen raises questions about whether true autonomy has been achieved or whether local governments remain dependent on state governments despite the court ruling.

Legal observers note that if local governments are truly autonomous and receiving their allocations directly, they should have the capacity to procure their own vehicles and other operational needs without relying on state government largesse.

The practice also has political dimensions, as the provision of vehicles and other benefits by governors to local government chairmen who are typically from the same political party can be seen as a way of maintaining influence and control over local government affairs.

While Governor Abiodun’s gesture may be viewed as supportive and aimed at enhancing grassroots governance, it also highlights the tension between the ideal of local government autonomy as articulated by the Supreme Court and the practical realities of state-local government relations in Nigeria.

The development contributes to the broader debate about whether Nigeria’s local governments can truly function as independent and effective third-tier governments, or whether they will continue to operate as appendages of state governments regardless of constitutional provisions and court judgments.

As local governments across Nigeria begin to receive direct allocations following the Supreme Court judgment, the question of how they exercise their autonomy—including their capacity to make independent procurement decisions—will be closely watched.

For now, the Ogun State local government chairmen have expressed appreciation for the vehicles, viewing them as tools to enhance their work rather than as indicators of dependence on the state government.

Whether this dynamic will change as local government autonomy becomes more entrenched remains to be seen.
