The Rivers State Executive Council has annulled a N134 billion contract awarded by the former sole administrator, Vice Admiral Ikot Ete Ibas (rtd), for the reconstruction of the aging State Secretariat complex in Port Harcourt.

The contract, which was awarded to CCECC during the period of emergency rule under Ibas, has also been subjected to a refund directive. The Council ordered the company to return the N20 billion mobilisation fee it had received.

In a related development, the Council approved the formation of a six-member committee, led by the Deputy Governor, Prof. Ngozi Odu, to evaluate and make recommendations for the construction of Computer-Based Test (CBT) centres across the state, aimed at improving the conduct of external examinations.

The Council further directed the flood management committee, also chaired by the Deputy Governor, to take immediate steps to address flooding challenges in the state, while cautioning residents against obstructing drainage channels.

The decision reflects the Council’s commitment to accountability, effective governance, and infrastructural development in Rivers State.
