The Nigerian Bar Association Institute of Continuing Legal Education (NBA-ICLE) has formally unveiled a landmark reform in legal practice with the introduction of the Mandatory Continuing Professional Development (MCPD) Rules.

The rules, which were approved at the recent NBA National Executive Council (NEC) meeting in Akure, Ondo State, are effective immediately and are set to significantly impact all practicing lawyers across the country.

Chairman of the NBA-ICLE Governing Board, Prof. Festus Emiri, SAN, who announced the development, described the reform as a vital step towards fostering professionalism, competence, and ethical compliance within the Nigerian legal profession.

Under the new rules, all legal practitioners must complete a minimum of five CPD hours annually to qualify for the renewal of their Practice Licence. These hours must be earned through NBA-ICLE-accredited programmes focused on legal practice, ethics, and professional development.

Failure to comply with these MCPD requirements will result in denial of Practice Licence renewal and loss of access to the NBA Stamp and Seal — a key instrument for authenticating legal documents.

In a bid to promote transparency and accountability, NBA-ICLE, in collaboration with the NBA National Secretariat, will publish an annual public list of lawyers who are compliant and those who fall short of the MCPD requirements.

NBA branches across the country have been directed to take urgent action to ensure widespread compliance. Specifically, branches are to:

  • Sensitize their members on the new MCPD Rules
  • Encourage enrollment in NBA-ICLE-accredited CPD courses
  • Host CPD-compliant trainings locally and obtain NBA-ICLE accreditation
  • Submit regular compliance reports via their respective Branch CLE Chairs

Branches are also encouraged to collaborate proactively in implementing the rules, to avoid putting their members at risk of losing their rights to legal practice.
