The unconstitutional Sole Administrator of Rivers State, Vice Admiral Ibot-Ete Ibas (retired), has appointed Professor Ibibia Lucky Worika as the Secretary to the State Government (SSG), marking his first major appointment since assuming office following the controversial state of emergency declared by President Bola Tinubu.

In a statement announcing the appointment, Ibas stated that Worika’s selection was based on his credentials, experience, and capacity to deliver on the job, adding that the appointment takes immediate effect.

“Professor Worika’s appointment reflects the Administrator’s commitment to harnessing the great human capital of the Rivers people to work with him to achieve the much-needed peace, stability, and security,” Ibas said.

Worika, a Professor of Law and a PhD holder from the University of Dundee, United Kingdom, has held various positions across academia, international organizations, and government advisory roles.

His appointment follows the resignation of the Rivers State Head of Service, George Nwaeke, further deepening the administrative shake-up in the state.

In a separate statement, Ibas acknowledged Nwaeke’s contributions during his brief tenure, announcing that Dr. Mrs. Iyingi Brown, the Permanent Secretary for Welfare in the Office of the Head of Service, has been appointed in an acting capacity until a new Head of Service is named.

The appointment of an unconstitutional sole administrator in Rivers State has sparked legal and political debates, with experts and opposition figures questioning the legitimacy of Tinubu’s move to suspend the state’s executive and legislative arms. Critics argue that such an imposition is a blatant violation of Nigeria’s federal structure, as the constitution does not provide for a sole administrator to govern a state under emergency rule.
