*Says Army Road Bumps Violate Law, Cause Havoc

The Nigerian Bar Association (NBA) Warri Branch has strongly condemned the Nigerian Army authorities at the Effurun Barracks for constructing illegal road bumps and speed breakers on the NPA Expressway in Warri, Delta State.

In a press statement on Sunday, the NBA Warri Branch Chairman, Chief Oghenero Okoro, and Secretary, S.G Ediagbonuvwie Esq., described the army’s action as a “reckless assault on the rights of citizens” which has created severe gridlock and suffering for motorists.

According to the NBA, the Nigerian Army on November 13 illegally blocked off a lane and erected multiple high road bumps and speed breakers by the entrance to the Effurun Barracks on the six-lane NPA Expressway.

The NBA noted that the Expressway which connects Warri and Effurun cities, spanning over 50 kilometers, has a legally allowed speed limit of 120 km/h. Hence, the army’s construction of road bumps violates extant traffic regulations.

The resulting traffic snarl especially during rush hours has been nasty as residents spend hours navigating through the unnecessary gridlock daily, the lawyers group said. They added that the bumps also damage vehicles and impact security visibility for the army.

Asserting that the Expressway is under the Federal Ministry of Works, the NBA declared the army’s act as unlawful. They called on the military authorities to immediately remove the road obstructions without further delay.

According to the NBA, the road barriers cannot be justified by security reasons since the barracks has existed for years without breaches from free-flowing traffic on the Expressway.

The strongly-worded statement condemned the army’s infringement on citizen’s rights through the abusive constructions. The NBA Warri Branch called for urgent military action to rectify the situation and ease the plight of road users.
