Delta State Governor, Sheriff Oborevwori, has signed five bills into law, including the 13th Month Salary Law, 2026, aimed at improving workers’ welfare, strengthening the judiciary, protecting property rights and reforming the state’s tax administration.

The governor signed the bills on Wednesday at the Executive Council Chambers, Government House, Asaba, describing the development as part of his administration’s commitment to reforms under the MORE Agenda.

Oborevwori said the new laws would strengthen public institutions, improve service delivery and promote economic development across the state.

Speaking on the 13th Month Salary Law, the governor said the initiative would boost workers’ morale, reward their contributions and improve productivity.

He also signed amendments increasing the number of High Court judges from 46 to 50 and Customary Court of Appeal judges from nine to 12 to enhance the administration of justice in the state.

According to the governor, the Public and Private Properties Protection Amendment Law would strengthen safeguards against unlawful occupation and destruction of public and private properties.

He further explained that the Delta State Revenue Service (Consolidated) Law, 2026, would harmonise tax administration, curb multiple taxation and promote investment.

Oborevwori maintained that development went beyond infrastructure provision to include policies and legislation that directly improve the lives of citizens.

He commended the Delta State House of Assembly for its legislative efforts and urged relevant government agencies to ensure the effective implementation of the newly signed laws.

Presenting the bills, the Speaker of the Delta State House of Assembly, Hon. Emomotimi Guwor, said the legislation would strengthen governance, improve justice delivery and protect investments in the state.

Guwor explained that the 13th Month Salary Law provides for the payment of an additional month’s salary to eligible public servants, while the judicial amendments would enhance court efficiency.

He added that the property protection legislation would strengthen safeguards for public and private assets against unlawful occupation and destruction.

Meanwhile, the outgoing Delta State Head of Service, Dr. Mininim Oseji, described the 13th Month Salary Law as “a boost to workers’ welfare and family wellbeing.”

She expressed optimism that the policy would stimulate business activities and improve the economic circumstances of workers and their families.

Oseji thanked Governor Oborevwori for the initiative, describing it as a welcome development for public servants and residents of Delta State.

The signing ceremony was attended by the Chief Judge of Delta State, Justice Tessy Diai, represented by Justice Briki Okolosi; the President of the Customary Court of Appeal, represented by Justice Tracy Uriah; and the Deputy Speaker of the House of Assembly, Hon. Arthur Akpowowo.

Also present were principal officers of the State House of Assembly, the Attorney-General and Commissioner for Justice, the Secretary to the State Government, commissioners and other senior government officials.
