He made reference to a Supreme Court decision on declaratory judgment in the case of Shitta-Bay vs Federal Civil Service Commission (1981) 12 NSCC 19 Moreover, the General Secretary statement is apt considering the facts that, it is a Declaratory Judgment which cannot be enforceable in Law. PRINCIPLE “A declaratory judgment merely declares the rights of the parties.
