The Assembly had at its last sitting on Thursday, February 11, adjourned till March 1, with a caveat that an emergency plenary could be called if a vital message from the executive was received. It was gathered that the Speaker, on Monday, had instructed that a text message be sent to honourable members asking them to attend an emergency meeting at 9a.m. on Tuesday, while plenary would commence an hour after. Though the motive of the emergency meeting and plenary was not disclosed in the message, it was gathered that such call pointed to a message or directive from the executive. Adeyemo is expected to reel out the contents of a letter forwarded to the Assembly by Governor Ajimobi detailing the names of chairpersons to be appointed to run the affairs of the 33 local governments.. Also, it is expected that the newly appointed chairmen, upon confirmation, would have three to four months tenure, as Ajimobi had hinted of the conduct of a local government election in June. However, Oyo State Chairman of the Nigerian Bar Association, Kazeem Gbadamosi, has described the continued use of caretaker chairmen to run local governments as unconstitutional, noting that the legislative arm had continued to approve of unconstitutional acts such as appointment of persons by the executive arm of government to run the local governments. Gbadamosi noted that the legislative arm had continued to turn a blind eye to the constitutional provision for elected local government chairpersons. “Does the constitution provide for caretaker chairmen? Things must be done properly. The House of Assembly constitutionally should perform their role as enshrined in the constitution. Does the constitution provide for Caretaker Chairman? Where is Caretaker Committee in the constitution? They should perform their duties in the interest of the constitution not their own interests.” “The executive is not to blame but the legislative arm that has the constitutional duty to check excesses and correct any misdeed by the executive. The legislative arm should be blamed for allowing such unconstitutional acts to continue. What is their basis for screening and approving such nomination?” “The executive has the power to nominate but it is the duty of the legislature to see if such nomination is in conformity with the constitution. If it is not, the legislature should not approve of such.
