The Centre for Social Justice (CSJ) has instituted two separate court actions against the Minister of Finance and another against the Inspector General of Police respectively. The civil society group is asking the court for a leave to apply for an order of mandamus compelling the IGP and Minster of Finance to grant the CSJ access to the details of the list of 80,115 ghost officers recently discovered in the police formations and command through the implementation of the Integrated Payroll and Personnel Information System (IPPIS). CSJ lawyer, Kingsley Nnajiaka, disclosed this in Abuja on Wednesday via a statement. He said that the Inspector General of Police was sued in suit number FHC/ABJ/CS/493/2018, while the Minister of Finance was sued in suit number FHC/ABJ/CS/494/2018 respectively. The CSJ specifically wants the court to compel the IGP and Minister to disclose the names and contact addresses of the “ghost officers”, their ranks, their bank account numbers, their bank verification numbers, their monthly salaries and emoluments, and the total money paid to each and every one of them. It would be recalled that the Finance Minister had earlier disclosed the existence of “ghost officers” during the presentation of the updated report on the implementation of the IPPS to the Federal Executive Council (FEC) on 21st March, 2018. Nnajiaka said the Freedom of Information (FoI) letters earlier sent to both the IGP and the Minister requesting for same information were not replied hence the court actions. “Both cases have been assigned to Honourable Justice Nyako and no date has been fixed for hearing,” he said. In another development the centre has also sued the Minister of Finance in suit no: FHC/ABJ/CS/496/2018 asking the court for a leave to apply for an order of mandamus compelling the Minister to grant the CSJ access to the details of the memorandum of understanding (MoU) between the Federal Government, the Swiss Federal Council and the International Development Association (IDA) on the return, monitoring and management of illegally acquired assets confiscated by Switzerland to be restituted to Nigeria. The CSJ specifically wants the court to compel the Minister to disclose the money so far received by the Federal Government under the United States $321m MoU between the Federal Government, the Swiss Federal Council, and the IDA on the return, monitoring and management of illegal acquired assets confiscated by Switzerland to be restituted to Nigeria. In the second suit no FHC/ABJ/CS/495/2018 CSJ is asking the court to grant it leave to apply for an order of mandamus compelling the Finance Minister to grant the CSJ access to the details of the MoU between the Government of the United Kingdom and Northern Ireland and the Federal Republic of Nigeria, on the modalities for the return of stolen assets confiscated by United Kingdom which among others include specific information on the recovered loot from the Malabu oil deal.]]>
